Chairman Scurlock pointed out that the delegation gave us <br />less than a receptive ear last time we approached them re <br />di s1ncorporation. <br />Mr. Koolage noted that the Board was expressing the will of <br />the people, and he has a problem with an elected representative <br />not following the will of the people. He continued to express <br />his feeling that the Town should be dissolved. <br />Commissioner Eggert asked if Orchid's Comprehensive Plan has <br />been approved, and Mr. McQueen advised that it has been submitted <br />to the state, but he was not sure that it has been finally <br />approved. <br />Mike Dailey came before the Board representing North Beach <br />Water Company. He wished to state for the record that they have <br />sent a letter to the Town of Orchid saying that they are ready, <br />willing and able to serve that Town and, in addition, are <br />negotiating with the county to sell that utility. He felt this <br />will answer the Town's concerns for utility service whether it be <br />by North Beach or the county. <br />Chairman Scurlock wished to note for the record that North <br />Beach has still failed to provide a plan for Summerplace, which <br />is in their existing franchise area, and they have served outside <br />their franchise area. <br />Commissioner Bird stated that he would like to move that <br />this item be removed from the agenda of matters to be presented <br />to the legislative delegation. <br />Commissioner Eggert questioned whether it should be removed <br />with no comment made at all, and Chairman Scurlock felt we should <br />at least appear and express our concerns for this very <br />significant part of our barrier island. We appear to have a <br />wonderful group who seem to be legitimate, but he still felt we <br />should express the concern we have until this is actually built. <br />Commissioner Bird did not have any problem with that but <br />just did not want to go to the delegation and argue to <br />disenfranchise the town. <br />93 <br />,JAIL 191988 <br />BOOK 70 F[ 653 <br />
