He stressed that he has <br />not seen one councilman in these Chambers during these <br />discussions on the Vero Beach library site. <br />Attorney Block defended Mrs. Moon not knowing the <br />substantial costs involved in eminent domain procedures. He <br />stated that she, too, wants it over with, and if the Board votes <br />to go with another site, she would understand that, too. <br />Commissioner Wheeler noted that he has not had any contact <br />with Mrs. Moon, and emphasized that the Motion he voted on when <br />the Grace Lutheran site was selected, was contingent upon Mrs. <br />Moon handling the two leases and giving free and clear title to <br />the property. <br />Commissioner Eggert stated that if there is no possibility <br />of Mrs. Moon reducing her figures from $325,000, she would have <br />to agree with moving on to another site, because she is unwilling <br />to be restricted architecturally by having to build around two <br />stores. <br />Commissioner Bird felt that while the revitalization of the <br />downtown area was very important, we somehow would be sacrificing <br />the main library site if we forced it to go on the Grace Lutheran <br />site. <br />ON MOTION by Commissioner Wheeler, SECONDED by <br />Commissioner Bird, the Board by a vote of 4-1, <br />Chairman Scurlock dissenting, determined that the <br />Grace Lutheran property and Moon property would no <br />longer be considered for the site of the Vero Beach <br />library. <br />Chairman Scurlock explained that he voted against the Motion <br />because he still would like to consider it, since we might not <br />get a better offer. <br />67 <br />JAN 26 1988 <br />BOOK '7 <br />Fa 725 <br />
