RM -6. Now with CL zoning on the Gurian property, the SAP has <br />less validity. <br />All of these actions provide a reason for reconsideration of the <br />Small Area Plan. Becuase of the changes in the area, indications <br />are that more commercial zoning would be warranted. Because the <br />SAP conflicts with that, formal revision of the SAP would be <br />necessary. <br />Transportation System <br />Except for parcels 1 and 2, all parcels involved in this request <br />have road frontage. Parcels 3-7 have access to 71st St., <br />classified as a local road by the County Thoroughfare Plan. <br />Parcels 8 and 9 have access to 69th Street, classified as a <br />primary collector. Parcel 10 has frontage on Old Dixie Highway, <br />classified as a secondary collector, and 39th Avenue, classified <br />as a local road. Parcel 11 fronts on 39th Avenue and 73rd Street <br />which is classified as a secondary collector. Parcel 12 fronts <br />on 39th Avenue, 73rd St., and U.S. 1 classified as an arterial. <br />Environment <br />The Comprehensive Plan does not classify any of the property <br />involved in this request as environmentally sensitive, nor is any <br />of the property located in a flood prone area. Lying within <br />parcels 8 and 9, however, are some potential forested wetlands. <br />RECOMMENDATION <br />To ensure consistency with the Winter Beach Small Area Plan, the <br />following action would need to be taken: <br />1. That portion of parcel 1 lying west of the FEC be rezoned <br />from IG to RM -6; <br />2. All of parcels 2,3,4, and that portion of parcel 5 lying <br />within 300 feet of the FEC be rezoned from IG to RM -6; <br />3. That portion of parcel 6 lying within 300 feet of the FEC <br />be rezoned from IL to RM -6; <br />4. The south 620 feet of parcel 10, and all of parcels 11 <br />and 12 be rezoned from CL to RM -6; <br />5. Parcels 7,8, and 9 be rezoned from RS -6 to RS -3. <br />Because of changed conditions in this area, staff concurs with <br />the Planning and Zoning Commission's recommendation and <br />recommends that the proposed rezonings be denied and that the <br />Winter Beach Small Area Plan be amended. <br />21 <br />FEB 2 1988 <br />BOOK <br />750 <br />
