Director Keating stressed that the current zoning is not <br />consistent with the Winter Beach Small Area Plan (WBSAP), and <br />staff doesn't have any ability to stop people from moving ahead <br />with what is there because the plan is just advisory. Several <br />things have happened since that plan was approved that really <br />affect the integrity of the whole plan. For instance, Russell <br />Concrete, which is located west of the railroad tracks across <br />from Parcels 10, 11 and 12, is going to put in a railroad spur. <br />This business was not in place when the first Winter Beach Plan <br />was approved, and one of the reasons this really changes the <br />Small Area Plan is that Russell is getting access from Cemetery <br />Road up along the railroad tracks and the parcel it goes through <br />is proposed for RM -6. <br />Chairman Scurlock felt this is quite confusing. He believed <br />that Planning originally had developed a good plan taking into <br />consideration that this was an extremely good area for Light <br />Industrial with access to the railroad tracks and U.S.I. and then <br />provided transition by scaling on down from the high intensity <br />use to RM -6, RS -6, etc. In his opinion, we have gone about <br />circle now and just created another problem because we haven't <br />listened to the Planning & Zoning Commission's recommendations. <br />We got all excited about low density because of the few residents <br />in the area, and we still get back to the constraining factors of <br />U.S.I and the railroad tracks. The Chairman continued that a lot <br />of that property has changed hands recently. The Mooney property <br />has been sold, and now all the way from Wabasso to South Winter <br />Beach Road you have John's Island property. We downzoned to <br />RS -3, and now are we going to rezone to RS -6 by the railroad <br />tracks and then have a bunch of people there who will come back <br />and complain. <br />Commissioner Eggert commented that she had not envisioned <br />anything east of the railroad tracks being touched. <br />Discussion ensued at length regarding what exactly was <br />included in the Winter Beach Small Area Plan (WBSAP) and the <br />23 <br />LIEB 2 i988 <br />ETU 70 A[,E 752 <br />
