These are for services such as density testing, etc. <br />Chairman Scurlock pointed out that today's $1280 item was in <br />the original budget and is for some survey work at Hawk's Nest. <br />He felt the problem is that the memo reads as if this is <br />something new when it really is not. <br />Director Pinto explained that the contract we have between <br />the engineer and FmHA specifically sets up the tables and the <br />amounts of the final payments. He emphasized that at the end of <br />the project they go back and look at the actual total cost of the <br />project, count the number of feet of pipe installed, and equate <br />that back to the unit prices. Whatever the total cost of the <br />project is, you go back to the table that is set up in the <br />contract and add or subtract the engineer's fees, and he may end <br />up getting less or more. He assured the Board that there is a <br />final accounting at the end of the project. <br />Chairman Scurlock believed that the Board wants a final <br />accounting of where all the monies were spent, but he just did <br />not see us getting into a situation where the Board is approving <br />$1000 items every week. <br />Commissioner Eggert felt that while she understood this is <br />not the case here, it is very easy for things to slide into a <br />miscellaneous line item like this when there are no exact rules <br />for it, and when there are no exact rules for it, she would <br />rather see more items come through the Board than less items. <br />Director Pinto pointed out that since he has been with the <br />County, Utilities has not overrun on any project, and has <br />followed all budgets very closely. Further, this budget is being <br />followed very closely by the FmHA. <br />Chairman Scurlock felt that once the budget is established, <br />the County Administrator should follow it and have the final say <br />when something should come before the Board, but Commissioner <br />Eggert preferred not to wait until the end.
