LANG <br />ENVIRONMENTAL PECIALIST <br />DIVISION OF U LITY SERVICES <br />DATE: JANUARY 19, 1988 <br />SUBJECT: LONE PALM PARK SUBDIVISION - CITY OF VERO BEACH <br />27TH AVENUE WATER MAIN EXTENSION <br />FROM 14TH STREET TO 12TH STREET <br />BACKGROUND <br />Pursuant to the agreement between the City of Vero Beach and Indian <br />River County, the City of Vero Beach will provide water service to the <br />27th Avenue area from 14th Street to 12th Street. The detailed <br />construction plans have been reviewed and approved by the City of Vero <br />Beach. The Division of Utility Services has agreed to act as the <br />collection agency for assessment fees for this project, subject to <br />approval, by the Board of County Commissioners. The area in question, <br />27th Avenue from 14th Street to 12th Street, is outside the city limits <br />and is inside the County's jurisdictional boundaries. The total <br />estimated cost of the project is $46,944.10, as prepared by the <br />engineering firm of Lloyd & Associates, Inc. <br />ANALYSIS <br />The total assessment is $45,012.10. The City of Vero Beach will pay <br />$1,932.00, the difference between a 6 -inch and an eight -inch line. The <br />Board of County Commissioners has previously approved the agreement <br />between the City of Vero Beach and the County that delineates this area <br />to be served by the City. <br />RECOMMENDATION <br />The Division of Utility Services recommends that the Board of County <br />Commissioners authorize the collection of monies for the project and <br />approve the Preliminary Assessment Roll, with any changes that may be <br />required as a result of the public hearing. <br />Asst. Utilities Director Barton noted that this came before <br />the Board previously, at which time there was some controversy <br />over the size of the project the City had proposed. The original <br />people involved were basically located on 14th Street, 13th <br />Street, and 13th Place, and the City took the project all the way <br />to 12th Street. The county at the last public hearing instructed <br />that the project be redesigned back to its original scope. <br />Chairman Scurlock asked for the percentage of petitioners in <br />favor of the project, and Asst.
