In addition, we do not require accoustic shielding or other noise abatement <br />equipment/devices at lift stations. <br />It is obvious that attempts to bring about 'good neighbor' consciousness <br />has limits both in terms of the types of nuisances we attempt to abate as <br />well as the nature of abatement attempts. <br />Our options are as follows: <br />NOISE CONTROL ORDINANCE <br />The Board of County Commissioners may wish to enact such an <br />ordinance regulating noise levels emitted generally or during <br />specific hours on/from commercial properties. <br />.▪ . • COMMERICAL PROPERTY MAINTENANCE (TIME) ORDINANCE <br />The Board of County Commissioners may elect to enact an ordinance <br />regulating the hours during which commercial properties may be <br />cleaned/maintained by noise emitting devices. <br />LIFT STATIONS <br />The Board of County Commissioners may elect to require noise <br />shielding at lift stations and similar installations when such <br />facilities are within a specified distance from residential <br />properties. <br />RECOMMENDATIONS <br />It is recommended that the Board of County Commissioners direct staff and <br />the County Attorney to draft ordinances as follows: <br />.. Regulating the hours during which commercial properties may be <br />cleaned/maintained when such cleaning and/or maintenance is <br />accomplished with noise emitting devices which emit noise(s) <br />above a specified level. <br />.. • Regulating the level of noise emitted by lift stations and <br />similar facilities when such facilities are within a specified <br />distance of residential properties. <br />Agostino S. Leo, 7641 133rd Square, Sebastian, presented a <br />petition signed by 20 people protesting the loud noises coming <br />from the parking lot cleaning equipment and the lift station at <br />Riverwalk Shopping Center and Winn Dixie. He stressed that the <br />noise begins early morning, 7 days a week. He has filed 5 <br />complaints with the Sheriff's Dept., who said they cannot do <br />anything since the County does not have a noise ordinance in <br />effect. He recalled that Commissioner Lyons and Assistant <br />Attorney Jim Wilson were working on this, but nothing was <br />resolved. When he went to Chairman Scurlock and asked what could <br />be done about the noise so he could get some sleep, Chairman <br />Scurlock's reply was to sell the house.
