She told him that she would get back to him, but that was <br />3 months ago, and no results. He then went to the Code <br />Enforcement staff who said they could not do anything without a <br />noise ordinance in effect. Mr. Agostino stated that he then went <br />to officials at the shopping center, but received no cooperation. <br />He next went to Administrator Balczun, who was successful in <br />getting them to clean the parking lot at 6:00 in the morning <br />instead of 1:00, 2:00, or 3:00. However, not everyone wants to <br />get up at 6:00 A.M., especially if they are retired. Mr. <br />Agostino asked the Board whether he has to sell his house and <br />move in order to get some sleep or is the County going to pass an <br />noise ordinance. <br />Administrator Balczun advised that staff does not feel that <br />an noise ordinance would be the answer to this problem since a <br />noise ordinance is extremely difficult to enforce. He suggested <br />that the most appropriate way to attack the problem is to pass an <br />ordinance prohibiting commercial developments from cleaning their <br />parking lots during certain hours and requiring the use of <br />certain equipment. Administrator Balczun advised that staff has <br />taken a look at the problem with the lift station and it appears <br />to be a problem with the blower motor rather than with the pump <br />and seems to be resolvable. Staff will be working on that today <br />and tomorrow. <br />Commissioner Bowman asked if it would be possible for the <br />shopping center to use a different type of cleaning equipment, <br />and Administrator Balczun explained that the problem is not with <br />a rotary brush type sweeper; the problem is with a vacuum type <br />cleaner, which emits an incredibly loud wail and shrieking noise. <br />He sympathized with the residents in the neighborhood, and felt <br />that if we could restrict that kind of equipment, it would solve <br />this particular problem. <br />26 <br />►E 23 X88 <br />BOOK <br />ei6 <br />
