RECOMMENDATION: <br />Staff recommends that the PRD special exception and conceptual <br />plan approval be granted by the Board of County Commissioners with <br />the following conditions: <br />1. That landscape native to the barrier island be used to buffer <br />the project from Jungle Trail, and <br />2. Prior to the recording of any PRD plat, covenants and re- <br />strictions shall be established over the platted property <br />which prohibits the parking/use of recreational vehicles on <br />site. <br />Chairman Scurlock wondered if the second paragraph under <br />staff's recommendation means that we are really getting close to <br />deed restrictions, and Stan Boling, Chief of Current Development, <br />explained that in restricting recreational vehicles on site, the <br />Zoning Code requires spaces for recreational vehicles. Many <br />projects prohibit those in their condo documents, but by noting <br />this on the plat, it gives the buyer two places to be aware of <br />the fact that they could not have recreational vehicles. <br />Chairman Scurlock wondered why that would be the County's <br />concern, and Commissioner Bird wished to know if staff is asking <br />that the Board waive the requirement that space be provided. <br />Mr. Boling explained that normally there is a Zoning Code <br />requirement and this can be waived through the PRD with this <br />restriction. <br />Chairman Scurlock opened the Public Hearing and asked if <br />anyone wished to be heard in this matter.
