5. The applicant will construct a deceleration lane and a <br />left- turn lane on A -1-A at the project entrance, prior <br />to any C.O. <br />14. The following waivers and PRD option is requested by the <br />applicant: <br />1. <br />A waiver from internal right-of-way requirements. <br />2. A waiver from the requirement that all parking spaces <br />must have 6" curbs or tire stops. The applicant pro- <br />poses to use landscaped areas and practice fields for <br />overflow parking during major events. <br />3. The applicant is requesting a lessening of the required <br />parking for the Beach Club through the PRD ordinance <br />which permits dual use parking. This could enable the <br />applicant to provide one parking area for uses which <br />have two distinct operational hours, such as the pool (a <br />daytime use), and the banquet room (a nighttime use). <br />4. Under the RS -3 district regulations, attached housing <br />units can be approved through the PRD process. The <br />attached players' quarters are requested as part of the <br />PRD plan. <br />Staff supports all of these requests which may be granted by <br />the Board pursuant to the PRD ordinance. <br />SPECIAL ISSUES: <br />A. Environmental Concerns: <br />1. Pelican Island Wildlife Refuge: The site's westernmost <br />boundary abuts the refuge, (as expanded) which is under <br />State and Federal control. Any proposals to construct <br />public or private docks or other recreation facilities <br />within the refuge would have to receive State and <br />Federal approval prior to development. Staff recommends <br />a visual buffer from the project by which only permitted <br />docks or other recreation -related structures could be <br />seen along the River's edge. <br />2. Stormwater runoff: General development and animal waste <br />runoff into the adjacent section of the river (desig- <br />nated as part of an Aquatic Preserve and Outstanding <br />Florida Waters) is an expressed concern. Staff 'has <br />contacted S.J.R.W.M.D. and the D.E.R. regarding the <br />proposed project. The applicant will have to demon- <br />strate during the preliminary PRD plan review process <br />that all applicable stormwater quality standards will be <br />met. An "internalized" wet detention/retention system <br />would retain stormwater on site (generally required to <br />hold the run-off from a 25 year storm event) with a <br />filtered overflow outfall to the river. <br />3. Disposal of Animal Waste: Up to 300 horses will be kept <br />on-site during the polo match season. The applicant <br />proposes a daily maintenance plan to clean-up all fields <br />and stalls (to contain absorbent shavings), "storing" <br />wastes in appropriate containers with regular dumping at <br />the County landfill. County Utilities has verified that <br />the landfill could accept such wastes, possibly com- <br />posting it. <br />4. Wetlands Development/Mitigation: The applicant proposes <br />the filling and development of approximately 5 acres of <br />wetlands impacted by exotics, on the east side of Jungle <br />Trail, to be mitigated by the restoration and enhance- <br />ment of approximately 5 acres of upland and transitional <br />land on the river side of Jungle Trail.
