are adjacent to the project's northern boundary. The appli- <br />cant is currently working on providing alternative access for <br />these parcels, thus precluding the need for the designated <br />collector. <br />The deletion of the designated secondary collector would <br />require a comprehensive plan amendment; therefore, approval <br />of this project would be conditioned on approval of this <br />comprehensive plan amendment. If the comprehensive plan <br />amendment fails, the applicant will have to revise its <br />conceptual PRD application. <br />11. Landscaping/Buffering: The conceptual plan states that only <br />species native to the barrier island (such as Live Oaks, <br />Laurel Oaks, Red Bays, Mangroves, and Cabbage Palms) will be <br />used to fulfill the County's landscape requirements. This <br />will be specifically and comprehensively addressed at the <br />time of preliminary PRD plan review. The conceptual plan <br />includes a 25' perimeter setback to preserve existing vege- <br />tation, mostly citrus, on the west side of A -1-A and coastal <br />dune and hammock vegetation on the east side. Brazilian <br />peppers and Australian Pines will be removed from portions of <br />the site where they do not form necessary buffers. The <br />conceptual layout of the beach club is arranged to preserve <br />some of the large existing trees on the site. The developer <br />will investigate the use of the tree preservation parking <br />credit provided for in the landscape ordinance as part of any <br />subsequent preliminary PRD plan. <br />Buffering the project from Jungle Trail (if preserved) must <br />be provided for, as well as visually buffering as much of the <br />project as possible from the river (Pelican Island Wildlife <br />Refuge). Staff's recommendation at the end of this report <br />addresses this additional buffering. <br />12. Phasing: A total of 3 phases is proposed, with the first <br />phase to include most of the southern portion of the site. <br />Each phase will "stand alone" in regards to providing re- <br />quired improvements and meeting County standards and regu- <br />lations. <br />13. Dedication and Improvements: The applicant has agreed to the <br />following dedication and improvements: <br />1. The dedication of twenty feet of property for A -1-A <br />right-of-way, prior to site plan release. <br />2. The construction of an eight foot wide public bikeway <br />along the west side of the property's A -I -A frontage, <br />prior to any C.O. <br />3. The dedication of at least 60' of usable frontage on the <br />Indian River to meet the project's access to public <br />water bodies requirement for the applicant's river <br />frontage. The applicant has opted to pay cash, to the <br />County's Beach park improvement fund, for the project's <br />required 30' access dedication to public water bodies <br />requirement for the project's ocean frontage. The fees <br />will be paid to the County in a proportional amount to <br />the ocean area being developed, prior to any final PRD <br />approval for the development east of A -1-A. <br />4. If the County's interest in Jungle Trail is abandoned, <br />the applicant has agreed to dedicate more than the 60' <br />of river frontage required, and improve the riverside <br />park area to facilitate public recreational use. <br />The land dedication will occur prior to release of the <br />phase I PRD plan and the improvements will be construc- <br />ted prior to C.O. of any phase II improvements. <br />FEB 2 3 1988 <br />50 <br />BOOK 71 OGE 50 <br />
