requisite notices and public hearings, including publication of <br />whatever document is passed, and in those documents make it clear <br />that this is a temporary regulation of the road, not an <br />abandonment, and that it can be opened or reopened at anytime and <br />there is absolutely no problem with the County's power to do <br />that. <br />Mr. Boling stated that, with the conditions set out in the <br />above memo and the change in condition #8 to have a minimum <br />50 -ft. buffer established, with staff understanding that the <br />building setback line be as far east as possible at the time of <br />site plan approval, staff recommends conceptual approval of the <br />PRD for the Windsor Polo Club. <br />Commissioner Eggert advised that because she was very <br />concerned about the desire of the Historical Society to put <br />Jungle Trail on the National Register and all the ramifications <br />of the possible alternatives to that, she called Vicki Welcher, <br />historic sites specialist at the State Department of Historical <br />Resources and asked about the process and what "historical <br />integrity" means, in terms of our even considering a pedestrian <br />pathway. She was stunned when Mrs. Welcher said that she felt a <br />footpath would be a marvelous compromise, and that it would truly <br />protect Jungle Trail. Commissioner Eggert advised that when she <br />asked Ms. Welcher if she was sure that if anything was done to <br />the road that it doesn't have to be done to the whole length of <br />the road, Ms. Welcher said no, it doesn't; the National Registry <br />is working at things at different levels, i.e. focal history, <br />state history, national history, and it is not what you do, but <br />the way you do it. <br />Commissioner Eggert wanted to make sure that she was not the <br />only one hearing this, and Ms. Welcher advised her to telephone <br />her boss, Bill Thurston to get verification.
