stressed that the County would have the absolute right to change <br />it if we find that we do not like what we have done to the <br />environment. <br />Mrs. Stanbridge felt that once it is restricted to vehicle <br />traffic, it would be difficult to get that part of it back. <br />Although they had felt very safe with the Comp Plan, she hoped <br />now that the Comp Plan is worth the paper it was written on. She <br />realized that the County is getting ready to update the Comp Plan <br />and that we have to have the public's participation. Mrs. <br />Stanbridge felt it is very important that the people feel very <br />comfortable to come in and participate because it does take a lot <br />of their time, the Board's time and the committees' time. <br />However, she felt the people need to know that their government <br />will work with what they say. That is why she felt it is scary <br />to have that all very neatly done in the Comp Plan and then maybe <br />just like that have it evaporate. All they are asking is that <br />the County work with the scenic corridor concept with no <br />restrictions for the entire length of the road with all the <br />people participating. <br />Chairman Scurlock stated that he had absolutely no problem <br />with that, and felt that was a reasonable effort for us to work <br />towards. He appreciated her comments. <br />Fred Oetzel, longtime resident of Vero Beach and President <br />of the Pelican Island Audubon Society presented a scenario of <br />what might happen with a walking trail through that portion of <br />Jungle Trail. To begin with, you need a parking lot at both <br />ends; there probably would be playgrounds, picnic areas and <br />shelters.; and children running around. What is going to happen <br />to the mangroves that are protecting the river at that point? He <br />emphasized that Jungle Trail is a buffer to the river with all <br />the growth that parallels it. The Audubon Society feels that we <br />should have that Trait open at all times to vehicular traffic and <br />not limit it to a walking trail.
