Page 4, under item 13 <br />Number 3 is quite vague. The dedication of 60 feet of frontage along <br />4600 feet of River frontage is small compared to the total length of the River <br />frontage. Developer's plans should be made clear and true ownership of the <br />entire meandering riverfront needs to be determined so that county does not <br />accept or approve any frontage decisions on property which may already be <br />rightfully owned by the Pelican Island Wildlife Refuge. <br />Page 6, under Item B, Jungle Trail number 6 <br />North Jungle Trail is not given much credit for existence. It should be <br />noted that North Jungle Trail is a Scenic and Historic 4.1 mile long trail as <br />recognized by the Indian River County Comprehensive Land Use Plan. North <br />Jungle Trail includes the only place in the world where there is a 1.3 mile <br />stretch. of Scenic Trail along an undisturbed wilderness riverfront which is <br />adjacent to and overlooking the historic and first Wildlife Refuge founded <br />by the United States of America. <br />Page 7, under B, Jungle Trail <br />The last paragraph which discussed transforming Jungle Trail into a <br />pedestrian pathway is inappropriate at this time.' A11 recommendations as to <br />how Jungle Trail should be used should come only after careful study is done <br />and input from all interested groups is heard. The issue itself warrants its <br />own research committee and should not be decided upon until the County <br />clarifies its long range recreational, historical, and scenic trails goals, <br />and its relationship to all of Jungle Trail and the Pelican Island National <br />Wildlife Refuge. <br />Page 8, under Recommendations <br />Expand item 8 to include: That all access points to and from Jungle Trail <br />by Windsor Polo Club be made part of the conceptual plan with full description <br />of use and size. Thatthese access points be minimized and fully buffered. <br />That special safety measures be outlined and described if any horseback riding <br />is to be encouraged by Windsor Polo Club on Jungle Trail. <br />Add recommendations: <br />9. Remove all riverfront drives, boat houses, and docks from conceptual <br />plans until legal ownership of riverfront is clearly understood and such docks <br />and walks are actually Permitted by the State and Federal Government. <br />10. Remove all lot property lines west of Jungle Trail until extent of <br />developer rights to develop the land is clear to the developer, to Indian <br />River County, to Florida, and to the Federal Government. <br />11. That all development plans for Jungle Trail and land West of Jungle Trail <br />be placed on hold until proper boundary lines are agreed upon by Windsor Polo <br />Club,1Indian River County, the. State, and Pelican Island Wildlife Refuge. <br />In conclusion, apart from the Windsor Polo and Beach Club request for PRD <br />conceptual approval, that the county commission initiate a program to come up <br />with details to further a comprehensive plan for the development of the <br />entire Jungle Trail area and vicinity. This program should be initiated soon, <br />to inform the public and the developers of the county's goals, both short and <br />long range, for this area. The program should include study of the interests of <br />all affected groups, such as the citizens of Indian River County, the Indian <br />River Parks and Recreation Committee, the Pelican Island Wildlife Refuge, the <br />Seagrass Preservation and Restoration Committee, Marine Technical Advisory <br />Board, Scenic Road and Trails Committee, Historical Societies, Audubon Society, <br />75 <br />FEB 2 3 ?9E8 <br />BOOK 71 F.Af.,E 75 <br />
