We believe the resolution of the problems associated <br />with this proposed project, to permit its execution, would-be <br />in the best interest of the county and representative of good <br />growth management by county government. <br />For the Board o .Lrectors <br />Marion P. ewton, Prepident <br />John H. Dean, local architect, reviewed the following list <br />of suggested considerations and recommendations: <br />TO: Indian River County Commission <br />Suggested considerations and recommendations to the February 13 1988 Windsor <br />Polo and Beach Club request for PRD conceptual plan and special exception <br />approval. <br />Page 1, under General Description <br />Verification should be made as to the total acreage of 280, and the <br />statement that the property runs from ocean to river. The extent of <br />ownership along the river needs to be agreed upon by the Federal Government <br />of the United States of America as represented by the Pelican Island Wildlife <br />Refuge. <br />Page 1, under Phasing/Construction <br />Paragraph one -- omit the final 2 sentence which includes Indian,Rivei <br />County abandonment of the county's interest in the portion of the Trail which <br />runs through the project. <br />Paragraph three -- exact number and location of residential units should <br />be clarified. Windsor Polo Club has gone from 13 Riverfront estates to 27 or so <br />and these plans should be made clear to the county to properly assess the <br />developer's intent along Jungle Trail and the Pelican Island Wildlife Refuge. <br />Page 2, under Jungle Trail <br />Paragraph one is a very weak statement on who owns Jungle Trail. It has been <br />made clear that Indian River County does have legal rights to the entire Jungle <br />Trail Right of Way and that ownership is not in question. Indian River'County <br />decision should be made clearly from a base of Indian River County ownership <br />and control of Right of Way. <br />Paragraph one, under Jungle Trail item 2. This paragraph points out <br />clearly the confusion which has come along with the concerns of the county <br />and the public. Voting changes as indicated by the change in vote by the <br />Scenic Trails Committee clearly shows that the issues at hand have been <br />pressed too quickly and not studied thoroughly enough. The conclusion by <br />the Scenic Trail Committee is now "yes", keep the Trail intact, which is <br />consistent with the Indian River County Comprehensive Land Use Plan. <br />FEB 2 0 1988 <br />74 <br />BOOK 71 FACE 74 <br />
