-discussion, the Board directed and authorized staff to enlist the <br />consulting firm of Camp, Dresser, and McKee, Inc. to perform a needs <br />analysis in accordance with the franchise resolutions presently held <br />by Harris Sanitation and Rural Sanitation. <br />ANALYSIS <br />Upon review by Camp, Dresser, and McKee, Inc., the information has <br />been provided in the needs analysis, attached hereto. <br />RECOMMENDATION <br />After careful consideration and meetings with the consultants, and <br />based on the consultants report, staff recommends to the Board of <br />County Commissioners to deny the applications of Atlantic Refuse <br />Corp., Tropical Waste Inc., and Waste -A -Way, Inc., to be franchised <br />solid waste haulers in Indian River County at this time. Further, <br />staff feels negotiations should begin with the existing haulers to <br />modify Franchise Resolution 82-50 and 82-51 <br />If the applicants wish to pursue the possibility of becoming a <br />franchise in the County, they may submit- their own needs analysis, <br />following certain conditions set forth by the County, for further <br />consideration by the County Commission. <br />Director Pinto explained that according to the ordinance, if <br />the applicants wish to pursue the possibility of becoming <br />franchised haulers in Indian River County, they may submit their <br />own needs study for our review at that time. <br />Chairman Scurlock understood that the 3 applicants have the <br />option to do their own study and present that to the Commission; <br />or ask for their item to be removed for consideration at a later <br />time; or go along with the recommendation for denial. <br />Director Pinto stated that the recommendation for denial is <br />not a denial forever. It is a denial based on the information <br />that we have on hand at this time. If there is other <br />information, they have the right to resubmit. <br />Chairman Scurlock opened the Public Hearing and asked if <br />anyone wished to be heard in this matter. <br />Roger Messer, attorney representing Waste -a -Way, Inc., noted <br />that this is a local business and the general manager is a <br />resident of Indian River County and is here today. They do not <br />feel that the study by Camp, Dresser, and McKee has dealt with <br />them fairly, in that it seems to consist principally of telephone <br />conversations between CDM and the present franchised haulers <br />89 <br />FEB 231988 <br />Boo. 71 F GE 89 <br />
