asking them if they would like more competition. Waste -a -Way <br />would like to request that the Board withhold taking any action <br />at this time until after they have had an opportunity to show the <br />Commission that there is, in fact, a need for more competition in <br />this community. They can show that where you have adequate <br />competition, particularly with commercial collections, the prices <br />go down and the level of service goes up. All they are asking <br />today is for a chance to compete in the community. With respect <br />to residential collections, perhaps there should be exclusive <br />franchises for various neighborhoods. They have no objection to <br />that, but they would like the right to bid on those routes as <br />they feel they could provide the service at rates equal to or <br />less than the existing haulers and give better service. They <br />feel that there is a need for competitionbased upon the fact <br />that the prices being charged in the community at this time <br />appear to be high because of the lack of competition. Attorney <br />Messer felt the CDM study seems to be very superficial, because <br />all Waste -a -Way was required to submit was financial information. <br />No one asked them what kind of service they could give and what <br />kind of equipment they have. <br />Commissioner Bird felt the bottom line is that the <br />Commissioners are looking for the best level of service at the <br />lowest possible rates, and he for one, would be interested in <br />hearing their arguments. <br />Director Pinto explained that the franchise states very <br />clearly that the applicant has the right to do a needs study, but <br />pointed out that just because someone comes in and says that he <br />has a lower price is not sufficient reason to issue a franchise. <br />Chairman Scurlock asked what happens if these people come in <br />and show substantially that they can do it for less than the <br />current franchised haulers. Can we consider that and say yes you <br />can do business? <br />Attorney Vitunac felt we can if it affects the basic <br />franchise.
