fair shake, and don't close the door today and make them pay <br />another $1,000 to resubmit and use this same study to beat them <br />in the head with. <br />Bill Nelson, resident of Rockridge, pointed out that the <br />south transfer station is closed at the present time because the <br />street is closed off. He was concerned that people would be <br />dumping garbage all over the place. He recalled that last June <br />the Board authorized staff to look into the county being divided <br />up into separate service areas for the two existing haulers in <br />order to cut down the travel time and, therefore, the rates to <br />the customers. Perhaps 3 or 4 haulers would bring the cost down <br />even further. <br />There being no others who wished to be heard, Chairman <br />Scurlock declared the meeting closed. <br />Director Pinto suggested that the Board move that the <br />applications are incomplete because the needs studies were not <br />presented as part of their applications as required in the basic <br />franchise. That way there would be no action, and they would not <br />have to pay another fee to resubmit. <br />ON MOTION by Commissioner Bird, SECONDED by <br />Commissioner Eggert, the Board unanimously ruled that <br />the applications as submitted are incomplete because <br />they did not include a needs study; thus allowing the <br />applicants to come back at the appropriate time with a <br />needs study without paying another $1000 application <br />fee. <br />WASTEWATER TREATMENT SYSTEM, SLUDGE & SEPTAGE FACILITY <br />The Board reviewed the following memo dated 2!16188: <br />92 <br />FEB 231988 <br />BOOK 71 FAGS 92 <br />
