BALCZUN DATE: FEBRUARY 16, 1988 <br />COUNTY ADMINISTRATOR <br />SUBJECT: <br />WASTEWATER TREATMENT SYSTEM, SLUDGE & SEPTAGE FACILITY <br />BACKGROUND AND INFORMATION <br />The Department of Utility Srvices has retained Camp, Dresser & McKee, <br />Inc. (CDM) to perform studies regarding wastewater management. The <br />studies include Septage and Grease Management Feasibility Study, June <br />1986; Sludge Management Feasibility Study, October 1986; and the Indian <br />River County Wastewater Master Plan (Draft), May 1987. All three <br />studies concluded that because of projected population growth in Indian <br />River County, a lack of existing facilities to treat septage, sludge, <br />and grease, and a growing concern by regulatory agencies about the <br />adequacy of treatment of sludges in the state, Indian River County <br />should proceed with the design and construction of a sludge, septage, <br />and grease handling facility. <br />The County's position became even more critical upon notification by <br />the Florida Department of Environmental Regulation (FDER) on March 6th, <br />1987 that the existing sludge facility would have to be phased out <br />beginning September 30, 1987. <br />ANALYSIS <br />On March 13, 1987, on behalf of Indian River County, CDM submitted a <br />request for Inclusion for Fiscal Year 1988 to the FDER for the sludge, <br />septage, and grease handling facility proposed for Indian River County. <br />On August 8th, 1987, a schedule agreement was signed by the County and <br />FDER to stay eligible for the grant as the County could receive a 55 <br />percent grant from the U.S. Environmental Protection Agency (EPA). The <br />financial benefits of this grant are obvious. (See attached Cost <br />Breakdown.) The next submittal date to meet the schedule agreement is <br />March 15, 1988. The next EPA meeting to address this submittal is 30 <br />days following March 15, 1988. To meet the schedule agreement and to <br />retain grant eligibility, Indian River County must be prepared to <br />submit engineering documents to the FDER within the next 30 to 60 days. <br />RECOMMENDATION <br />The Department of Utility Services recommends that the <br />Commissioners approve and authorize Camp, Dresser & <br />perform preparation of preliminary and final <br />specifications for the Sludge and Septage Facility for <br />of $285,000.00. A formal Work Authorization outlining <br />forthcoming for your signatures. <br />Board of County <br />McKee, Inc. to <br />drawings and <br />an up -set limit <br />the agreement is <br />Chairman Scurlock noted that staff has prepared a selection <br />process for the selection of consultants where 23 separate <br />categories will be identified. Administrator Balczun intends to <br />bring it to the Board at next week's meeting.
