believed we have a truck that is needed for Utilities, and he <br />asked if they can wait 120 days for it. <br />Landfill Manager "Sonny" Dean stated it would put them in a <br />real bind. They need a maintenance truck to go out on the hill <br />and service this new equipment, and right now they are having to <br />walk it down off the hill. <br />Chairman Scurlock noted that it doesn't seem anyone is <br />communicating with anyone else. <br />Commissioner Eggert stated that although she is very much in <br />favor of buying locally, she believed it is equally important to <br />satisfy the needs of the departments so we can give the service <br />we budgeted for, and she is frustrated to see this kind of <br />procedure start in February. <br />Discussion continued at length in regard to state contract <br />prices as opposed to local bids, the possibility of saving money, <br />etc., and Asst. Administrator Mattes suggested that possibly the <br />Board should consider a policy of not bidding vehicles at all, <br />but just go state contract. It would certainly save Purchasing a <br />lot of trouble. <br />Commissioner Eggert did not believe anyone is saying that. <br />Commissioner Wheeler did not understand why local dealers <br />bid higher consistently as he believed the state contract price <br />is public information. <br />Utilities Director Pinto felt that the state contract price <br />should be stated in the bid so we don't waste people's time <br />bidding if they can't meet the price, and Commissioner Wheeler <br />agreed we should incorporate that in the future. <br />Mr. Mattes advised that he has instructed Purchasing Manager <br />Ambler to do so. <br />Chairman Scurlock continued to emphasize that the Board <br />passes on a budget in July which sets out both needs and timing, <br />and we should then administer the budget accordingly. Otherwise, <br />we end up hiring 6 new people and don't have a vehicle for them <br />to operate in. The Chairman then questioned why we are buying <br />19 <br />MAR 11988 <br />BOOK 71 far[ 117 <br />
