The Chairman agreed we need to look at having a true <br />professional on board and believed his salary would be well saved <br />when you consider the large amount of construction ahead of us. <br />ON MOTION by Commissioner Wheeler, SECONDED by Com- <br />missioner Eggert, the Board unanimously tabled further <br />discussion of the above matter and directed staff to <br />come back to the Board with a recommendation after <br />taking a looking at hiring a professional or firm to <br />provide the construction management services discussed. <br />Commissioner Bird commented that we pay an architect <br />hundreds of thousands of dollars to design these projects and <br />then bid out and get a contractor, and he questioned how much of <br />this then is our responsibility. <br />Administrator Balczun noted that the architect is supposed <br />to represent the owner's interest and that is fine until we have <br />a construction site dispute between the builder and architect. <br />Commissioner Bird was concerned that a full time person <br />would amount to a $40-50,000 position, but Commissioner Wheeler <br />stressed that we are looking at many millions of dollars of <br />projects. <br />The Chairman pointed out that the acoustics problem alone at <br />the jail cost $170,000 and the problem with the floor drains on <br />the second floor probably never can be rectified. <br />(15.)
