concurrent projects - the first, second and now third phase - and <br />you are talking almost a 20 million dollar on-going money -eating <br />monster. <br />Commissioner Wheeler stated that he would like to see a <br />construction manager hired. He had some concerns over the <br />problems we have had with the first two phases of the jail, and <br />also was concerned with the fact that the only two individuals <br />who have a track record with the architects and knowledge of the <br />first two phases and the problems we have had have been <br />transferred to other areas. He believed we were a bit short- <br />sighted with some of the things that occurred in the first two <br />phases, and would not like to have those same mistakes repeated. <br />Chairman Scurlock felt that actually we have had a minimum <br />of problems out there as things can go. He noted that the <br />process of going with the low bid lends itself to this; the <br />contractor now is looking for any extra he can get to make his <br />profit; and you will always have these conflicts at the end of <br />the project with this kind of process. <br />Commissioner Eggert believed even the interphasing between <br />the two phases was forgotten about, and to have the expertise <br />where all these problems will be caught requires a lot of skill. <br />Commissioner Wheeler felt, considering the massive amount we <br />are going to be spending in capital improvements over the next <br />years with the libraries, the courthouse, the landfill, etc., <br />that we could use someone full time to do nothing but manage our <br />capital projects, and the Chairman agreed that rather than <br />sending people to school, we should explore this other <br />possibility. <br />William Koolage, interested citizen, reminded the Board that <br />at the time this building and the Courthouse were remodeled, they <br />had someone named Hercules Kontoulas watching out for their <br />interests. <br />Chairman Scurlock noted he was here during that time, as was <br />Commissioner Bird, and despite some conflict with Mr. Kontoulas' <br />['AAR 1X98$ <br />27 BOOK 71.
