Administrator Balczun advised that this is the first time he <br />ever has seen a construction management program this detailed and <br />this much in depth. We have had some difficulty with the jail <br />construction project in the past, and he felt we particularly <br />want to ensure that everything is monitored properly from now on. <br />Commissioner Wheeler asked why this expense should come out <br />of the jail budget when we have other capital projects coming on <br />line, and Administrator Balczun noted this is just the <br />authorization to proceed, and assuming the Board approves it, <br />they would return with an appropriate budget amendment. <br />Chairman Scurlock noted that he also was told Mr. Mattes had <br />extensive capital project experience up in Wisconsin, and he <br />wished to know just what that experience consists of. <br />Administrator Balczun advised that the projects consisted of <br />principally a downtown law enforcement center, which was a <br />Sheriff's department and correctional facility, and also the <br />general financial management oversight of a public nursing home <br />construction project. <br />Chairman Scurlock inquired if he had any problems there, and <br />Administrator Balczun stated no, but particularly on the public <br />safety project ultimately a full time construction manager was <br />hired because of some construction concerns. <br />Chairman Scurlock asked if we have looked at that possibil- <br />ity here, and. Administrator Balczun stated that one of the things <br />they have been talking about very seriously is perhaps hiring a <br />full time construction manager on a project by project basis, <br />someone who is trained to manage the project rather than just go <br />out and check on it. <br />Commissioner Bird felt, depending on the magnitude of the <br />project, we might want someone full time, but when there are some <br />other smaller projects, he believed Asst. Administrator Mattes <br />could do this as an additional duty. <br />Chairman Scurlock noted that actually at the jail we don't <br />just have a 4 million dollar project.
