little lower than anticipated, and they have some surplus in <br />their capital account. <br />Commissioner Eggert asked why we then aren't purchasing <br />these radios out of the capital account. <br />OMB Director Baird explained we are purchasing it out of <br />capital, but this isn't R&B; this is Engineering, Traffic <br />Engineering, and Public Works. They are in the same fund but a <br />different department, and he can't cross the lines. <br />Public Works Director Davis informed the Board that they had <br />planned on making this request next budget year; however, RSB is <br />17 people down; they are having to pull people from other jobs to <br />supplement crews; and they need radios to communicate. <br />Commissioner Bird felt there is no doubt that the radios are <br />needed and it is just a question of where. the funds come from. <br />ON MOTION by Commissioner Bird, SECONDED by Commis- <br />sioner Bowman, the Board unanimously approved staff <br />recommendation to encumber funds from the RSB Division <br />Cash Carry Forward to purchase the radios as described <br />at a cost of approximately $12,925 and approved Budget <br />Amendment #028. <br />TO: Members of the <br />Board of County Commissioners <br />FROM: Joseph A.
