Captain Reese stressed that <br />he talked to Mr. Folsom Friday, at which time he said when they <br />hired the people and had them on staff and trained, then they <br />could open the facility. <br />Chairman Scurlock believed that could take nine months or <br />more, and we are still four short on the existing positions that <br />were supposed to be filled. He noted that he would like to get <br />on an airplane and go talk to Mr. Folsom. <br />Attorney Vitunac recommended that as soon as the Sheriff <br />will certify to us that he can open the facility with the <br />personnel he has on hand, we then go ahead and open even if it is <br />not up to state standards. <br />Chairman Scurlock noted that would be with the money <br />budgeted and available to hire more, and Commissioner Eggert <br />believed we need that money in the budget no matter what we do. <br />Emergency Director Wright informed the Board that Mr. Folsom <br />does not have the total final say. There is a Jail Review <br />Committee that meets every Monday and entertains these kind of <br />issues, and that may be a process we can utilize. <br />Discussion followed as to whether the Board must take action <br />today on the request for $185,000. <br />OMB Director Baird stated that he would like to have a <br />budget amendment in stages since it is possible that a month from <br />now the Sheriff would have been able to hire only five people. <br />Commissioner Eggert believed that in order to talk to the <br />D.O.C. we need a good faith addition to our budget that will <br />cover all of this. Normally she would agree with OMB Director <br />Baird about the phasing, but she did not believe we have the time <br />or the option here. <br />Commissioner Wheeler agreed that the first thing we need is <br />the money in the budget.
