developments should not be located there. The intent of this <br />policy is to create a compact development pattern, reducing urban <br />sprawl, leap -frog development, inefficient growth patterns, and <br />other characteristics. <br />The Regional Planning Council chose only to comment on, rather <br />than object to, the proposed amendment for several reasons. <br />First, the County's existing comprehensive plan has not yet been <br />updated to comply with the 1985 growth management act and there- <br />fore has not had to meet requirements of consistency with <br />regional policies. Second, the staff indicated that urban <br />services are programmed for this area in the future. And, third, <br />there was no project proposed for the site necessitating the <br />action. <br />For the proposed amendment, the DCA/Regional Planning Council <br />comments do not affect the Board's decision. Although the <br />comments demonstrate inconsistency with the Council's policy, the <br />proposed amendment does comply with County policy. As proposed,. <br />the amendment would constitute only a minor enlargement of an <br />existing node; it is located in an area with sufficient traffic <br />capacity; it will not create strip commercial development; it <br />will not result in the creation of incompatible land uses; and it <br />is not located in an environmentally sensitive area. In addi- <br />tion, this amendment is consistent with the County Commission's <br />intent to provide nodal areas sufficient in size to accommodate <br />industries requiring large campus type locations and needing good <br />transportation access. For those reasons, the staff supports the <br />proposed amendment. <br />The Regional Planning Council's comments, however, provide an <br />indication of the type of comments which will be sent to the <br />County upon review of the comp plan update - due in September of <br />1989. AT that time, this issue will assuredly rise again. To <br />include the I-95/CR 512 node in the new comp plan without objec- <br />tion from the region and the state, the commission will need to <br />include this area in a designated urban service area and ensure <br />that urban services will be provided concurrent with development. <br />Transportation System <br />The subject parcel has no access to a county road; however, the <br />Thoroughfare Plan is proposed to be amended to include sub- <br />division collector roads through which the property will have <br />access. The existing interchange at County Road 512 and I-95 <br />provides access to one of the major north -south transportation <br />systems for the State of Florida. <br />Environment <br />The subject property is not designated as environmentally sensi- <br />tive, nor is it located on the sand ridge or 10 mile ridge <br />aquifer recharge area. However, the property is located in the <br />100 -year flood -plain as depicted on the Flood Insurance Rate Map <br />for the area, and is therefore subject to occasional flooding. <br />Special engineering techniques will be required at the time this <br />property is developed in order to comply with the County's Flood <br />Protection and Stormwater Management Ordinance. <br />Utilities <br />The subject property does not have public water or wastewater <br />facilities at this time and is not located within a designated <br />Urban Services Area.
