Loepergi` <br />FROM: staff Planner, Long-RancR7Fat✓ES: <br />COUNTY INITIATED REQUEST <br />TO AMEND THE COMPREHEN- <br />SIVE PLAN AND ZONE THE <br />RIVER EDGE SUBDIVISION <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of March 15, 1988. <br />DESCRIPTION & CONDITIONS <br />The County is initiating a request to establish a land use <br />designation of LD -2, Low -Density Residential 2, (up to 6 <br />units/acre), and to establish zoning of RS -6, Single -Family <br />Residential District for the River Edge Subdivision located on <br />Roseland Road approximately 1.5 miles southwest of U.S. 1 in <br />Roseland. <br />On May 29, 1987, the Legislature of the State of Florida passed a <br />special act permitting the deannexation of the River Edge <br />subdivision from the City of Sebastian, thereby placing it under <br />the jurisdiction of Indian River County. Because this property <br />does not currently have either a land use or. zoning designation, <br />it is necessary for the Board of County Commissioners, based upon <br />a recommendation from the Planning and Zoning Commission, to <br />establish appropriate land use and zoning designations. <br />On September 10, 1987, the Planning and Zoning Commission, by a <br />vote of 5-0, recommended the establishment of a land use <br />designation of LD -2, Low -Density 2 (allowing up to 6 units/acre) <br />and zoning of RS -6, Single -Family Residential up to 6 units/acre <br />for the River Edge Subdivision. <br />On October 27, 1987, the Board of County Commissioners voted 4-0 <br />to authorize staff to transmit the proposed land use amendment to <br />the state for review. <br />On January 13, 1988, the Planning Department received comments <br />from the State of Florida Department of Community Affiars, <br />pursuant to section 163.3184, Florida Statutes. There were no <br />comments regarding this action. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the appli- <br />cation will be presented. The analysis will include a descrip- <br />tion of the current and future land uses of the site and sur- <br />rounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on environ- <br />mental quality. <br />Existing Land Use Pattern <br />The subject property is subdivided into 49 lots. Substantial <br />building has taken place in the subdivision, with only 7 vacant <br />lots remaining. Upon buildout, the gross density will be less <br />than 3 units per acre. There is also a tract of commonly owned <br />land which is used as a community park and contains a dock. The <br />area to the north and south of the subject property and west of <br />Roseland Road is vacant land zoned RS -1, Single -Family <br />MAR 15 1988 <br />63 BOOK 11 F'ACE232 <br />
