Residential District, allowing 1 unit/acre, while property to the <br />north of the subdivision, and east of Roseland Road is vacant <br />land zoned RS -3, Single -Family. Property to the east which is <br />within the City of Sebastian is zoned industrial. <br />Because the average lot size is 8,000 square feet, staff feels <br />the RS -6, Single -Family Residential District (up to 6 units/acre) <br />zoning is necessary to avoid future complications. A less <br />intense designation would create nonconforming lots, which could <br />impose hardship if any structure were ever destroyed. <br />Future Land Use Pattern <br />The Comprehensive Plan designates the land north and south, which <br />is west of Roseland Road as RR -1, Rural Residential (allowing up <br />to 1 unit/acre). The land to the north, and east of Roseland <br />Road, is designated LD -1, Low -Density 1, (allowing up to 3 <br />units/acre). Property to the east within the City of Sebastian <br />has an industrial land use designation. <br />Transportation System <br />The subdivision is accessible to Roseland Road which is <br />designated a primary collector road on the County Thoroughfare <br />Plan. <br />Environment <br />The subject property is on the Sebastian River; however, because <br />of modifications made when the subdivision was developed, the <br />area is no longer environmentally sensitive as defined by County <br />criteria. The subdivision, however, is in three flood zone <br />areas. Beginning at Roseland Road and proceeding towards the <br />Sebastian River for approximately 500 feet is zone C. The <br />remaining 1/3 of the subdivision is in zones A and B, the "A" <br />zone being within the 100 year flood plain, and subject to <br />occasional flooding. <br />Utilities <br />The River Edge utility system which was operating in a state of <br />disrepair when this action was initiated, has been taken over by <br />the County Utilities Department. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends that the <br />Comprehensive Plan be amended designating a land use of LD -2, <br />Low -Density 2 (allowing up to 6 units/acre) and zoning of RS -6, <br />Single -Family Residential up to 6 units/acre for the River Edge <br />Subdivision. <br />The Chairman asked if anyone wished to be heard.
