Atlantic Coastal Sand Ridge, and Director Keating explained that <br />with respect to the "average elevation", staff could define it if <br />it is determined that it is necessary to do so. However, <br />"average" just would be the mean of all the elevations within the <br />defined mining site. <br />Chairman Scurlock asked if there is any provision to appeal <br />a decision, and Director Keating explained that all mines have to <br />be approved through the site plan ordinance, and any decision by <br />the P & Z Commission can be appealed to this Board. They would <br />not necessarily have to go through the whole site plan process, <br />however. They could come in and request the staff to give them <br />an interpretation of whether or not that site is on the sand <br />ridge. Zoning code interpretations are appealable to the Board <br />of Adjustments. <br />Chairman Scurlock just wanted to be assured that there is a <br />provision in there that if it is a unique situation and there is <br />a question, the Board has an opportunity to review it, and . <br />Commissioner Bird agreed because he felt they need to know up <br />front whether or not they are included before they spend a lot of <br />money and time on it. <br />Mr. Gallagher urged the Board to reject the proposed <br />ordinanceand repeated the two main objections of the owners: 1) <br />No exact boundaries or surveys of the sand ridge; and, 2) the <br />ordinance is not specific how the 25 -ft. "mean" would be measured <br />or determined. <br />Mr. Gallagher introduced Abe Krietman, a hydrologist in the <br />firm of Geraghty & Miller, Inc., of Palm Beach Gardens, who <br />presented at great length and in very technical terminology his <br />opinions regarding hydrostatic pressure, transviscosity, <br />torturousity, chlorides, and the causes of salt water intrusion <br />into deep and shallow wells. <br />Commissioner Bird always understood and has been told that <br />the weight of the sand on the sand ridge keeps the salt water <br />MAR 2 2 1988 <br />33 <br />BOOK 71 F'GE 332 <br />
