Decker, Jr. � REFERENCES: <br />Executive Director <br />IRC Housing Authority <br />DATE: March 15, 1988 <br />FILE: <br />SUBJECT: Connnmity Services Block Grant <br />Fusin .Rehabilitation Program <br />Fel Fiscal Year 1988 <br />It is recommended that the data herein presented be given formal <br />consideration by the County Commission. <br />DESCRIPTION AND CONDITIONS: <br />The State of Florida's Department of Community Affairs has once again <br />allocated $6,295 to Indian River County under their CSBG'Program, and the <br />Housing Authority would like to utilize this grant to provide rehabilita- <br />tion housing consulting services which activates rehabilitation funding <br />from governmental sources. This program will run from April 1, 1988 to <br />September 30, 1988. <br />The Farmers Home Administration Section 504 Program provides housing <br />rehabilitation loans and grants to low-income 'and elderly persons who. lack <br />the finances to make their homes decent, safe and sanitary and free of <br />health and safety defects. <br />This 1988 Program is targeted in the Gifford Area of the County and <br />15 low-income and elderly owners will have their homes brought up to safe <br />and sanitary standards. It's also targeted in Wabasso and Old Oslo Park <br />Areas. <br />ALTERNATIVES AND ANALYSIS: <br />This is our sixth year of funding under legislation passed by the <br />Congress which consolidates various social programs into the block grant <br />categories. <br />RECOMMENDATION: <br />We respectfully request the County Commission to authorize its Chair- <br />man to execute the Award Agreement for submission to the Department of <br />Community Affairs for this CSBG grant. <br />This program will bring about improvements in safety and sanitation <br />for fifteen (15) homeowners with an average cost of $4,800 per unit. The <br />$6,295 Grant plus $2,695 in cash and in-kind contributions by the Housing <br />Authority will be supplemented with $48,000 in loans and grants from the <br />Farmers Home Administration. <br />This program requires no additional County funds. <br />4 <br />MAR. 22 1988 <br />8001( 71 FACE 302 <br />
