INSURANCE AUDIT REPORT - SIVER INSURANCE MANAGEMENT CONSULTANTS <br />The Board reviewed the following memo dated 3/14/88: <br />TO: Charles P. County Administrator REFERENCES: <br />di/ <br />SUBJECT: INSURANCE AUDIT REPORT - <br />SIVER <br />DESCRIPTION AND CONDITIONS; <br />In 1987 Siver Insurance Management Consultants was engaged to review Indian <br />River County's insurance program. The referenced report is the result of that <br />engagement to date. <br />The report is noted as "A Limited Audit" which requires a clarifying comment. <br />Mr. Lee Custer pointed out in a conversation with this author, that the goal of <br />an insurance audit is to point out in detail what is wrong with an insurance <br />program. It is the opinion of both the consultant and this author that the <br />needs of Indian River County would be far better served if the balance of the <br />time under the contract were spent correcting what is wrong rather than <br />describing it in detail... <br />RECOMMENDATION AND FUNDING; <br />Staff recommends the referenced report be accepted by the Board of County <br />Commissioners and further that the consultant be authorized to proceed with the <br />implementation of the recommendations of the report in lieu of a detailed audit. <br />Funding will be accomplished from the same source, account and budget authority <br />now existing. <br />Chairman Scurlock asked about the Risk Manager that we were <br />going to hire, and Administrator Balczun explained that we <br />advertised on a number of occasions and we have interviewed 3 or <br />4 candidates with less than satisfactory results. However, we <br />have advertised again, and 10-12 resumes are being reviewed at <br />this time. <br />Chairman Scurlock asked why OMB Director Joe Baird should be <br />the one to respond to the 70 discussion points, because it seemed <br />to him that the new Risk Manager would be the one to do that. <br />Administrator Balczun agreed, but felt we all recognize that <br />Mr. Baird is an enormously valuable resource concerning our risk <br />43 <br />MAR 2 2 1988 <br />BOOK 71 PATE 342 <br />
