management program historically as he has been in charge of it <br />for quite some time, and obviously, Siver recognizes that he <br />knows more about it than anyone else. <br />Commissioner Eggert asked what department the Risk Manager <br />would be under, and Administrator Balczun advised that the Risk <br />Manager would be under the Assistant County Administrator. <br />Commissioner Eggert felt that Mr. Mattes should understand <br />all of the background of our insurance matters by now, but <br />Administrator Balczun, while certain that Mr. Mattes understands <br />the insurance nature, maintained that Mr. Baird has the most <br />knowledge of our program and how we got to where we are, <br />especially in the aggregate insurance. <br />Chairman Scurlock wondered if we could extend the existing <br />contract with Siver if we are happy with them, because it seems <br />inappropriate for a consultant to prepare a request for proposal <br />and then participate in submitting a resume, so to speak, to do <br />the work. He found that a little odd. <br />Administrator Balczun explained that what we are suggesting <br />to the Board is that we have a minor change of direction, which <br />they believe is within the original scope of the RFP (request for <br />proposal). All staff is asking the Board is for authorization to <br />redirect the consultant to prepare requests for proposals for <br />,insurance instead of doing more audit and analysis work. <br />Chairman Scurlock did not feel that was Siver's request. He <br />felt their recommendation is that they be authorized to prepare a <br />RFP for a fee; and then in addition to that, that they be allowed <br />to participate in applying, in essence, for the job.
