Kea'ing, CP <br />Community Dev - lop nt Director <br />DATE: March 14, 1988 <br />FROM <br />• <br />• Stan Boling <br />Chief, Current Development <br />BJECT: <br />FILE: <br />AMENDMENTS TO SECTIONS 20, <br />20.1, and 25.1 OF THE <br />ZONING CODE REGARDING <br />MOBILE HOME AND OUTDOOR <br />STORAGE USES, REFERENCE <br />ERRORS, AND SETBACKS FROM <br />RAILROADS <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of March 29, 1988. <br />DESCRIPTION AND CONDITIONS: <br />Recently, the Planning and Zoning Commission granted approval for <br />use of a model mobile home display in conjunction with an "off- <br />site" real estate information office for the Heron Cay mobile home <br />park project. During consideration of the Heron Cay proposal, the <br />Planning and Zoning Commission. directed staff to investigate <br />ordinance changes to regulate model mobile home displays and <br />mobile home trailer sales. The Board of County Commissioners has <br />now authorized staff to proceed with ordinance amendment proposals <br />to address the mobile home use issues as well as other necessary <br />minor changes to the CG and CH district regulations. The proposed <br />ordinance amendments address -these issues. <br />At its regular meeting of February 25, 1988, the Planning and <br />Zoning Commission voted 6 to 0 to recommend that the Board of <br />County Commissioners adopt the ordinance amendments as now <br />proposed (see attachment #1). <br />ANALYSIS: <br />(A) Section 1: corrects a reference error contained in the <br />current code edition for the CG District regulations. <br />(B) Section 2: establishes model mobile home displays as an <br />administrative permit use in the CG district. <br />(C) Section 3: establishes administrative permit criteria for <br />allowing model mobile home displays in the CG district. The <br />criteria are intended to ensure that displays are only in <br />conjunction with mobile home park real estate sales and <br />information offices, that only one model may be displayed, <br />that displays are separated by a 1,000' distance, and that <br />appropriate parking and landscaping are provided. <br />(D) Section 4: establishes mobile home trailer sales and outdoor <br />storage as administrative permit uses .in.the CH district. <br />(E) Section 5: establishes administrative permit criteria for <br />unenclosed outdoor storage in the CH district. Criteria are <br />intended to ensure that .the outdoor storage areas are <br />accessory to the site's principal use, that only items <br />displayed for sale or used in the operation of the business <br />are stored outside, and that appropriate parking is provided <br />and setbacks are applied. <br />(F) Section 6: establishes administrative permit criteria .for <br />mobile home trailer sales in the CH district.
