What we gain, in addition to reducing our financial <br />exposure, is timeliness. <br />In summary, we request that the Personnel Division be authorized <br />to create a temporary position for a Clerk in the Purchasing <br />Division, and that the position can be filled by an agency <br />temporary employee. Funding is available in the current budget <br />due to salary savings created by the delayed hiring of Mr. Ambler <br />and the transfer of Mr. Swan at a lesser rate. A. :lankenship, J <br />Direc or of Personnel <br />Chairman Scurlock commented that if you multiply out the <br />numbers, you are talking about $600,000 worth of activity in the <br />year, and he still, as in the past, questions the need for the <br />whole Purchasing Department. We went to a centralized purchasing <br />department to save money, but he is not sure that the benefit <br />received justifies the cost of the department. <br />Purchasing Manager Ambler noted that this morning the Board <br />approved award of Bid #391R. The engineering estimate was <br />$47,000, and he got that job for $23,000, which almost saved his <br />salary right there. <br />Chairman Scurlock did not buy that. He believed the <br />engineering estimates by their very nature are inflated, and if <br />you look through the entire process, you will see that we almost <br />always come in well under budget. <br />Purchasing Manager Ambler further pointed .out that this is a <br />re -bid.
