TO: Board of County Commissioners <br />DATE: March 24, 1988 <br />SUBJECT: FIND Grant for Pelican Island Audobon Society <br />Environmental Learning Center <br />FROM: Sti ron Phillips Brennan <br />Assistant County Attorney <br />On February 16, 1988, the Board passed a resolution in <br />support of a FIND (Florida Inland Navigation District) grant <br />application by the Pelican Island Audobon Society (PIAS) for <br />funds to be used for docks, boats, boathouse, boardwalks and <br />other improvements to the PIAS Environmental Learning <br />Center. The Center is to be located on County -owned <br />property which is leased to PIAS and will primarily benefit <br />the residents of Indian River County. <br />In Tight of the grant application guidelines, the <br />administrators of the FIND grant program have requested that <br />the grant application be resubmitted with the following <br />changes: <br />1. The County should sign the Project Agreement <br />(rather than PIAS). <br />2. The County should appoint a County staff member as <br />the project liaison. <br />3. The County should provide assurance that the <br />matching funds requirement will be met. (On the initial <br />application PIAS is responsible for the matching funds. <br />FIND wants the County to provide assurances since the grants <br />may be issued only to a local governmental agency.) <br />4. The County should monitor the project. <br />Because the FIND Board has scheduled this project for <br />presentation on May 12, it is important for County Staff to <br />receive direction from the Board of County Commissioners <br />concerning a reapplication for FIND grant funds. <br />ON MOTION by Commissioner Bowman, SECONDED by Com-= <br />missioner Eggert, the Board unanimously approved <br />reapplication for FIND grant funds as described above. <br />50 <br />LIAR 2 9 19 <br />BOOK 71 PAGE 407 <br />
