Commissioner Bird did not know what kind of analyses they <br />would go through, but felt common sense tells you that when you <br />have to cross through traffic that isn't even there yet, it will <br />increase the chances for accident and injury. Right now there is <br />no cross traffic on that entranceway. <br />Director Davis advised that the original traffic study <br />performed by Wilbur Smith made some traffic distribution <br />assumptions, one of which was that 10% of the traffic from the <br />site would use the Vista Gardens access road connecting to Indian <br />River Boulevard. He did not concur with the 10% because of what <br />they have seen since the Boulevard has been opened. The <br />consultant has done a little bit more analysis on that, and <br />basically, they have distributed 30% of the traffic to that <br />access road. Based on the 30%, they feel that the storage within <br />that area between Vista Gardens road and the Boulevard could <br />accommodate about 204 vehicles an hour, which means that 3-4 <br />vehicles would be turning left every minute, or a left-hand turn <br />off the Boulevard every 15 seconds. <br />Commissioner Bowman could not imagine what will happen when <br />the Boulevard is extended north to 53rd Street and the Boulevard <br />becomes a major highway. <br />Director Davis advised that the results of the most recent <br />analysis has been that a signal will be needed to provide the <br />appropriate access to the site, and he assumed that the <br />consultant is talking about U.S. #1, where we don't have <br />autonomous control with the DOT to put a signal in. <br />Commissioner Eggert asked about Indian River Boulevard and <br />Vista Trail, and Director Davis stated that at this time we do <br />have autonomous control there, unless proper signalization is <br />imposed and we have to tie the two together and coordinate it <br />with the signal at U.S. #1.
