Public Works Director Jim Davis explained that St. <br />Christopher Lane always has been a public road, and Administrator <br />Balczun pointed out that we brought it forward to be paved. It <br />appears that part of the difficulty that caused the move for <br />abandonment is the fact that somebody has to move the pump house <br />that is in the middle of the right-of-way if it is to be paved. <br />It is not our well, nor is it our pump house, and we never <br />approved installation of that pump house in our right-of-way. <br />Chairman Scurlock pointed out that there is public access to <br />the beach, but there are two subdivisions with private access to <br />the beach, and those owners don't want it to become a beachcomber <br />lane. <br />Commissioner Bird felt the staff recommendation is the <br />correct way to go, and felt we should encourage them to go <br />through the abandonment petition and see what kind of response we <br />get. <br />ON MOTION by Commissioner Bird, SECONDED by <br />Commissioner Eggert, the Board unanimously <br />approved staff's recommendation that the property <br />owners of St. Christopher Lane be encouraged to submit <br />an abandonment petition to the County requesting this <br />road be made "Private" and that the Homeowners show <br />evidence that a proper Homeowners Association has been <br />established for maintenance of the road; further, that <br />if the road is made "Private", a public utility and <br />access easement should be retained. <br />PROFESSIONAL ENGINEERING SERVICES AGREEMENT- MISCELLANEOUS <br />INTERSECTION IMPROVEMENTS PHASE III <br />The Board reviewed the following memo dated 3/28/88: <br />APR 5 1988 <br />55 <br />BOOK 71 PAGE 485 <br />
