PINT <br />DIRECTOR OF UTILI'LY`• ICES <br />JOHN FREDERICK LAN Lk-, <br />ENVIRONMENTAL SPECIA IST <br />RIVER'S EDGE SUBDIVIION <br />WATER SYSTEM <br />DATE: MARCH 16, 1988 <br />BACKGROUND <br />River's Edge Subdivision was de -annexed from the City of Sebastian in <br />order that Indian River County Utilities could take over the <br />subdivision's utility. The existing system will not meet Department of <br />Environmental Regulation or Environmental Protection Agency drinking <br />water standards. The Department of Utility Services contracted <br />laboratory consultants and engineering consultants, Envirometrics and <br />Camp, Dresser & McKee, Inc. respectively, working in tandem, who have <br />determined that a new well and treatment methodology is necessary. The <br />new well is to be an artesian well and the treatment plant is to be a <br />reverse osmosis facility. In order to fast-track this project, the <br />Department has developed construction specifications for the well and <br />has bid out the construction contract. The Department of Environmental <br />Regulation has granted us two extensions but expects a construction <br />permit soon for the water plant, exclusive. We are currently <br />negotiating for our third extension. <br />ANALYSIS <br />An installed well is necessary as water quality data from the well is <br />used in the final design of the reverse osmosis treatment plant. The <br />existing treatment plant at River's Edge will be scraped. Some items <br />that can be salvaged will be refurbished to be used elsewhere if <br />needed. The low bid for the potable water well was from Perry & <br />Leighty, Inc. at a price of $12,300.00. <br />RECOMMENDATION <br />The Department of Utility Services recommends that the Board award the <br />well contract to Perry & Leighty, Inc., at the price of $12,300.00, the <br />lowest bidder who can meet all the contract specifications. <br />APR 51988 <br />63 <br />BOOK 1 FACE 4 J3 <br />
