They said <br />the project requires 5 million dollars, and somebody said take 4 <br />million and make it work. <br />Commissioner Bowman asked if Frizzell is saying they hired a <br />"cheapo" kitchen consultant because we cut the budget. <br />Mr. Disney commented that he is just saying they hired the <br />consultant and the information presented was reviewed; it was <br />installed; the kitchen does not work as intended; and they are <br />not using that consultant again. <br />Chairman Scurlock asked who paid for that, and Mr. Disney <br />stated that indirectly the county ended up paying for it. <br />Chairman Scurlock wished to know why we are paying for it <br />when we hired a professional to design the whole project. <br />Mr. Silver believed we need to look at the total scope of <br />this issue and wished to address this in the next agenda item as <br />a separate issue. <br />Discussion continued regarding the present kitchen being <br />totally inadequate, and Commissioner Eggert asked if what is <br />proposed for booking would remain adequate. <br />Capt. Reese noted that what is proposed will cover 1200 <br />inmates, which should be adequate for some years to come; <br />however, he pointed out that they already are 300% off of their <br />earlier projections. <br />Commissioner Eggert noted that they don't have any booking <br />area there now; it is just done in the hall; and Capt. Reese <br />agreed and noted that actually they had a better booking system <br />at the old jail. <br />Commissioner Bird asked why that design is so bad, and Capt. <br />Reese advised that some areas were cut out of the original plan. <br />Chairman Scurlock felt that somewhere along the line someone <br />would have come back and told the Board that it is impossible to <br />do this based on the budget you have established.
