Balczun <br />County Administrator REFERENCES: <br />BACKGROUND <br />In October, 1988 Indian River County entered into an agreement with <br />W.R. Frizzell Architects, Inc. for architectural services for IRC <br />Jail Phase III (second maximum security pod). <br />When that agreement was negotiated, it was determined that the <br />services of Thomas Pinkerton would be required for Phase III. Mr. <br />Pinkerton was involved as an architect on the Frizzell staff during <br />design of Phase II. He has since terminated his employment with <br />Frizzell and is now associated with a firm in Kansas City. <br />Additionally, the County experienced certain difficulties with <br />security related electronics equipment in the existing pod. <br />As a result of these two issues, contract amendments have been <br />proposed as follows: <br />.. SUPPLEMENTAL SERVICES AGREEMENT (No. 1) <br />Deletes all references to the services of Mr. Pinkerton <br />in the current agreement in force. <br />.. SUPPLEMENTAL SERVICES AGREEMENT (No. 2) <br />Provides for retaining the services of Buford Goff and <br />Associates for security engineering services. Total cost <br />of those services would be $36,000. <br />ANALYSIS <br />Pinkerton <br />Mr. Pinkerton has not participated in design activities to <br />date. Jail Committee members are of the opinion that his <br />services are not required as originally contemplated. Since <br />design activities are essentially completed, it is virtually <br />useless to continue that requirement in the agreement. <br />Buford Goff & Associates <br />This firm world provide professional design services for the <br />Phase III detention electronics system as well as analysis of <br />the existing system to insure they properly interface. <br />Specifically, Goff will provide the following: <br />Alarm Reporting Systems to include reporting of alarm <br />conditions other than those integrated into the security <br />hardware systems. For example, alarms associated with <br />the pharmacy, food service, records, and storage <br />facilities. <br />Closed Circuit Television to include internal and <br />external systems for security. <br />38 <br />APR 121988 <br />BOOK 72 PACE 38 <br />
