Administrator Balczun believed we would see a better price, <br />particularly since Bufford Goff doesn't work for a manufacturer. <br />The alternative is to have the manufacturer design the system. <br />Commissioner Wheeler felt that we have a good jail over all, <br />but, in his personal opinion, felt the architect has iaeen <br />derelict in some of the errors there such as the drains and the <br />acoustics. He did not doubt that some of these things should <br />have been caught. The architect had several changes in their <br />personnel. At the time they came in and designed this jail for <br />us, we relied heavily on Tom Pinkerton, who has since left <br />Frizzell and opened his own firm up north. At that time Frizzell <br />was building schools and other types of buildings and had not <br />gotten into jails. Commissioner Wheeler felt that both Frizzell <br />and the County have gained experience in dealing with and trying <br />to solve some of the problems that were encountered in the first <br />and second phases. However, even with those problems, he <br />believed we have a good facility. Commissioner Wheeler did have <br />a problem with the $120,000 bill for the acoustics, and stated <br />that he would be willing to see the County sue Frizzell for that. <br />Chairman Scurlock felt we would have a case because he has <br />been doing some research and found that there is a federal law <br />called the Hearing Conservation Act, which sets specific decibel <br />levels beyond and separate from the Department of Corrections. <br />He would like to see us ask Frizzell what specific design <br />criteria they did or did not use in this last phase, where we <br />have an acoustics problem. <br />Chairman Scurlock felt that for $9.95 Frizzell could have <br />bought a little book that would have set all those limitations <br />for them so they would have known what to design for. He wanted <br />to send a strong message to Frizzell that we want a better job on <br />this phase and that we are looking at them.
