second phase, a grease trap that was never connected and a <br />kitchen that was designed too small. <br />Comissioner Eggert had no problem with getting Bufford Goff <br />& Associates to bring in that kind of expertise, but she had <br />assumed that the architect would take on some of this cost <br />because of some of the things that have happened in the past. <br />Chairman Scurlock pointed out that a letter in today's <br />backup material shows that we would save about $12,000 by not <br />having the manufacturer or the contractor design it. <br />Administrator Balczun stated that Frizzell will not pass <br />along to us any administrative costs or other costs involved in <br />administering the Bufford Goff contract. He explained that <br />Frizzell',s current contract with the County is a bit different <br />than the traditional AIA contract in that the contract doesn't <br />merely say that we will pay them a fixed percentage of the <br />original 6% of the project cost. Since we bought pod plans for <br />this phase, we agreed to 3.48a of cost, plus an hourly rate for <br />design changes from the Phase 11 change from pod B to pod D. <br />Chairman Scurlock wondered why this request is even before <br />the Board today, because he noticed that the contract does not <br />require them to come to the Board of County Commissioners on this <br />item. He felt that if it is Frizzell's opinion that they need <br />this particular. expertise, they have the ability under the <br />contract to do it, as the contract specifically provides a <br />mechanism for them to hire the professional expertise that they <br />choose to hire. <br />Administrator Balczun emphasized that he was not in the <br />business of defending architects, but in this case where there is <br />a $32,000 change to their contract, he was glad that they just <br />didn't go ahead and do this on their own. <br />Commissioner Bird felt the way they have proposed it here is <br />that it could end up costing the County less, but he was <br />concerned about the price tag if we were to have Bufford Goff <br />design a state of the art electronics system. <br />13 <br />APR 1 9 1988 <br />BOOK. 72 PACE 94 <br />
