Chairman Scurlock asked the status of the Clock Restaurant, <br />and Administrator Balczun reported that the Code Enforcement <br />Board has asked the County Attorney's Office to start the process <br />by which the County ultimately will take possession. <br />INDIAN RIVER BOULEVARD - PHASE IV - APPRAISALS OF RIGHT-OF-WAY <br />The Board reviewed the following memo dated 4/11/88: <br />TO: The Honorable Members of the <br />Board of County Commissioner <br />FROM: Charles P. Balczun <br />County Administrator <br />SUBJECT: Indian River Boulevard Phase IV <br />Appraisals of Right -of -Way <br />Ref. Memo: Donald G. Finney, County Right -of -Way Agent, <br />to Charles Balczun, dated March 28, 1988 <br />DATE: April 11, 1988 <br />DESCRIPTION AND CONDITIONS <br />Price quotations from four appraisal firms have been received for <br />appraising five parcels required to extend Indian River Boulevard <br />from 37th Street to 53rd Street. Napier Appraisal Services, Vero <br />Beach, submitted the low bid of $3,000. Staff did not advertise <br />for bids since the scope of work is oriented to Professional <br />Consulting Services. <br />RECOMMENDATIONS AND FUNDING <br />Staff recommends <br />1) accepting the proposal by Napier Appraisal Services, <br />Vero Beach, in the amount of $3,000 for appraisal of <br />the five parcels, <br />2) waiving formal bidding procedures. <br />Funding to be from Fund 309, Indian River Boulevard North Project <br />Account. (Revenue from Gas Tax and Zone 4 Traffic Impact Fees) <br />Administrator Balczun reported that staff negotiated quotes <br />on this since it is only a $3,000 project and because they did <br />not feel it would be appropriate to spend an enormous amount of <br />time or go to the expense of advertising for bids. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Wheeler, the Board unanimously approved <br />staff's recommendation as set out in the above memo. <br />29 <br />APR 19 1988 <br />BOOK 72 PAGE 110 <br />
