CL District <br />The CL, Limited Commercial, District was one of the new zoning <br />districts created when the county's zoning code was revised in <br />1985. Comparable to the old C -1A district, the CL district was <br />developed to provide a range of uses more restricted than those <br />allowed in the general commercial district, yet less restricted <br />than the uses permitted in the neighborhood commercial district. <br />Incorporated within the zoning code is a purpose and intent <br />statement which identifies the general characteristics of the CL <br />district. <br />a. Purpose and intent. The CL; Limited Commercial <br />District is established to implement the Indian River <br />County comprehensive plan policies for managing <br />commercial nodes, and to provide areas for the <br />development of restricted commercial activities as well <br />as other compatible land uses. The land use activities <br />allowed within the CL district are intended to <br />accommodate the convenience retail and service needs of <br />area residents, while- minimizing the impact of such <br />activities on any nearby residential areas. <br />Both the purpose and intent statement and the range of uses <br />allowed in the CL district provide an indication of the types of <br />uses which are appropriate for that district. Basically, these <br />are uses which are relatively small in scale, limited in service <br />area, and low in intensity and impacts. Some uses that are <br />currently permitted in the district, particularly hotels/motels <br />and restaurants, could be large in size, expansive in service <br />area, and high in intensity; however, these uses are still <br />considered limited in the context of the CL district. Other uses <br />allowed in the CL district such as department and furniture <br />stores are administrative permit uses - a mechanism which ensures <br />that the scale of those uses will be restricted. <br />Commercial Plant Nurseries and Greenhouses <br />The commercial plant nursery and greenhouse is a use which is not <br />easily classified. Having agricultural, wholesale, and retail <br />characteristics, the plant nursery and greenhouse use is one <br />which could fit in any of several zoning districts. Currently, <br />plant nurseries and greenhouses are permitted uses in the general <br />commercial, heavy commercial, light industrial, and general <br />industrial zoning districts. The use could also be allowed in <br />the agricultural district as an agriculturally related business. <br />Generally, plant nurseries and greenhouses could be considered as <br />a low intensity use. While characterized by large area used for <br />growing and storing plants and trees, nurseries usually engage in <br />both retail and wholesale activities. Nurseries and greenhouses <br />generally have a low amount of impervious surface, few <br />structures, substantial open areas, low trip generation rates, <br />and few nuisance characteristics such as noise and odor. <br />Assessment <br />Any use proposed for inclusion in a zoning district must be <br />consistent with the stated purpose and intent of the zoning <br />district. For the CL district, three criteria were identified as <br />being important factors with respect to the stated intent of the <br />district. These three factors are scale, scope or market area, <br />and intensity,.
