The Administrator advised that we have virtually no <br />financial exposure outside of some staff time. <br />Commissioner Eggert asked if we hadn't gotten a memo from <br />Environmental Health Director Michael Galanis saying that somehow <br />through the environmental funds $85,000 had been granted to the <br />County through the SWIM Bill. <br />Mr. Galanis noted that Administrator Balczun said the Public <br />Health Unit made application, and actually, he is the Public <br />Health Unit. In this particular case, he made the application in <br />the name of the Environmental Control Board, and the Commission <br />is the Environmental Control Board. He was appointed Environ- <br />mental Control Officer by the Board, and as such, this was <br />something that was an outgrowth of his activities on the Indian <br />River Lagoon Committee. <br />Chairman Scurlock noted that one of the concerns he has is <br />that we have been working with the School Board looking at <br />various school sites, and one of the sites being considered is <br />the Davis Dairy. When this was being discussed, he remembered <br />mentioning the SWIM Bill and the possibility that some funds may <br />or may not be available. He would just like us to move ahead, <br />and if there are funds available, do whatever we can do to clean <br />up that dairy site, with or without the school, as that is an <br />area we demonstrated creating problems for our river, and' we <br />should pay some attention to it. <br />Mr. Galanis confirmed there is a study by the DER that <br />implicates that dairy once again pretty heavily, and he has seen <br />a draft consent order between the DER and the dairy which <br />requires some major structural and drainage modifications to that <br />site. <br />Chairman Scurlock continued that if the School Board ends up <br />selecting that site, his thinking is that there may be some funds <br />here to help them along and at the same time help the community <br />in not having to pay more freight for a high school than we have <br />to. <br />1,114Y 1 O '1988 <br />40 POOK 72 PAGE 320 <br />
