Mr. Galanis assured the Board that once we have the SWIM <br />funds, we will be able to deal with them. He also wished to <br />point out that we are somewhat unique in that we already have an <br />enforcement structure in this county in the Environmental Control <br />Board. Some of the things proposed under this SWIM Act we are <br />doing already. This is an adjunct funding and will allow us to <br />get two more areas, and he believed it is an important step. <br />ON MOTION by Commissioner Wheeler, SECONDED by Com- <br />missioner Eggert, the Board unanimously approved <br />application to the St. Johns Water Management District <br />for a grant to underwrite costs of a program to in- <br />vestigate and reduce pollution of the Indian River <br />Lagoon. <br />DISCUSSION RE FREE-FLOWING WELLS <br />Administrator Balczun wished to comment as a follow-up to <br />the grant discussed above that we are going to be taking a long <br />hard look at the on-going problem of the many free-flowing wells <br />in the county. <br />Chairman Scurlock believed we had a St. John's program that <br />was available for a period of time to deal with such wells, but <br />because we are talking about water resource which directly <br />relates to our long range ability to provide a cost effective <br />means of bringing good potable water to homes, he personally felt <br />it would be a proper function of our Utilities Department to <br />become involved and that possibly there should be some monies <br />available at some time out of the Utilities Department to get <br />into a well -capping program, maybe on a very limited basis. This <br />is something we need to do, and we need a source for it. <br />Commissioner Bird asked if St. John's River Water Management <br />District doesn't still have that same program, and Administrator <br />Balczun believed they do, but St. John's is a big district. <br />41 <br />NAY 10 1988 <br />BOOK .72 PAGE 321 <br />
