Where it is commercial with storefronts, <br />etc., then he can see the need. <br />Chairman Scurlock believed if we are going to make a <br />modification to the requirements, the question is how do we do it <br />in a timely fashion, and Commissioner Eggert asked if we should <br />deny the request and ask that the Planning Department revisit at <br />least the industrial/commercial aspect. <br />Attorney Vitunac confirmed that would be the recommended <br />way, and Planner Boling advised that changing the ordinance would <br />require about 21 months. <br />Chairman Scurlock asked Engineer Votapka how that time <br />element would affect the project. <br />Mr. Votapka, engineer for Wellington Stevens, stated that he <br />filed for the variance, and he disagreed with staff in that he <br />does feel the project is different than other industrial or <br />commercial property in that particular area in that it is located <br />between Old Dixie and the railroad tracks; sidewalks can be put <br />adjacent to the 8th St. and Old Dixie R/W which will circumvent <br />the property; and by doing this, pedestrians will have the <br />opportunity to walk from U.S.[ to Old Dixie and along the east <br />side of Old Dixie. <br />Commissioner Bird agreed that it makes more sense to put <br />sidewalks on 8th Street and Old Dixie than to have them going <br />through the middle of an industrial park. <br />Mr. Votapka pointed out that since this is an industrial <br />park and would be used for commercial warehousing and light <br />manufacturing and have large trucks moving in and out, the owner <br />really does not want to encourage pedestrian traffic.
