ANALYSIS <br />The bids have been evaluated with regard to the following: <br />a) compliance with bid document instructions <br />b) equipment manufacturers <br />c) schedule of prices: in the submitted bids <br />d) summary of prices <br />All bids have been determined to be in compliance with <br />specifications and are acceptable. The low bidder is ROESE, 1698 <br />State Road 683, P.O. Box 780, Ellenton, Florida, 34222, at a bid <br />price of Two Million, Four -Hundred Eleven Thousand, Seven -Hundred <br />Eighty Dollars and twenty-five cents $2,411,780.25). <br />RECOMMENDATION <br />The Department of Utility Services, in concurrence with the <br />consulting engineer, Camp Dresser and McKee, Inc., recommends that <br />,'he Board of County Commissioners approve and authorize the Chairman <br />to award this contract to Roese Construction Company, for a contract <br />price of $2,411,780.25. This award will be contingent upon approval <br />by the Environmental Protection Agency. - <br />Director Pinto believed that this needs some explanation. <br />As the Board is aware, this is a federally funded project. We <br />received the bids sometime ago, and because of some changes that <br />had been made during the design and review by regulatory <br />agencies, it came in over what we had anticipated. Staff then <br />went back through the project, sat down with the agencies again, <br />flew to Tallahassee to talk to the DER and EPA, and made some <br />Substantial changes to the design to bring the cost down, and <br />staff has been sitting and waiting for EPA approval to bring this <br />to the Board for their approval. Now, however, EPA has said they <br />were waiting for the Board's approval before they give their <br />approval; so, we need to approve the contract contingent on EPA <br />approval. They have already reviewed the project and are in <br />agreement with everything we have done thus far. <br />In regard to the funding, Utilities Director Pinto advised <br />that we initially intended to fund our share of this out of our <br />impact fee funds and then proceed with an assessment for the <br />unfunded portion. There has been some discussion as to whether <br />we should do the assessment first and then award the bid, but on <br />this particular project there are only 12 residents who have not <br />signed the application for connection, and staff, therefore, <br />75 BOOK 74'FA;;E �8® <br />SAY 3119�� <br />
