MOTION WAS MADE by Commissioner Eggert, SECONDED by <br />Commissioner Bowman, that the Board approve, with the <br />modifications listed above, the architectural services <br />contract with Stottler Stagg & Associates of Cape <br />Canaveral, Florida, for design of the North County <br />Community Library facility with 17,470 sq. ft. <br />Under discussion, Administrator Balczun advised that based <br />on stellar research by Assistant County Attorney Sharon Brennan, <br />the County is absolutely in compliance with all of the <br />requirements of Florida Statutes, Chapter 287, which requires <br />that we make certain attestations on the record. However, with <br />respect to Part C, paragraph 2, sub paragraphs A & B regarding "a <br />truth in negotiations certificate," provisions with respect to <br />original price and any additions thereto and subsequent price <br />adjustments will be incorporated as required into the basic <br />contractual document and not as addenda thereto. He explained <br />that his preceding statement is a formal notification that, and <br />in all other respects, we are in compliance with Florida <br />Statutes, Chapter 287. <br />Commissioner Bird asked what the proposed ceiling is on the <br />construction cost of the library building, and Commissioner <br />Eggert advised that it is around $1.3 million. <br />Commissioner Bird understood then that the total the <br />architect would be responsible for designing is $1.3 million, and <br />Commissioner Eggert explained that it would be $1.3 million plus <br />some will come out of the computer budget and some will come out <br />of the furnishings budget. <br />Chairman Scurlock understood that the direction the <br />Architect has is to design a building that can be constructed for <br />$1.3 million. <br />Commissioner Bird noted that this county has had some <br />unpleasant surprises in recent years on buildings that have come <br />in over budget.
