Chairman Scurlock pointed out that the Beuttell property <br />would give us an additional buffer area between the wastewater <br />treatment plant and whatever is going to develop in that area. <br />Director Pinto emphasized that terms are a must because we <br />are depending strictly on impact fees. The reason for purchasing <br />the property is to expand the capacity, and we have to pace that <br />with the receipt of impact fees. Even though the property is <br />needed, he would not like to see us deplete our impact fee fund. <br />It is not as easy to go out and borrow money based on impact fees <br />as it is if you plug it into your normal revenue base, because <br />the potential impact fees are not a sure thing. <br />Commissioner Bird stated that he would be in favor of <br />authorizing staff to negotiate a purchase price of $1.6 million, <br />which is $11,000 per acre, and that is based on the fact that <br />there are terms available. <br />Attorney Jackson indicated that offer would not be <br />acceptable to the owners. <br />Commissioner Bowman was willing to go to $11,500 an acre, or <br />whatever that works out to. <br />George Beuttell, 5480 Rosewood Road, felt that the Board is <br />really discounting the value of their appraisal, which has taken <br />into account the information given by the other two appraisals. <br />It is an MAI appraisal which is equally as valid as the other <br />two. The County needs the property and they would like to sell <br />it, and sell it without any legal problems down the road. He <br />felt that $1,950,000 is a fair and just value for this piece of <br />property which is so well located and has utilities and road <br />frontages. Mr. Beuttell recalled that two years ago, Terry Pinto <br />told them that the County needed that property and would take it <br />if they had to. Having their backs up against a wall, they asked <br />what the County would buy it at, and Mr. Pinto said, "at the <br />highest appraised value."
